Dubai, 11 December 2023 (WAI): At the COP28 climate summit in Dubai, UN Secretary-General António Guterres made a case for a worldwide agreement on the phaseout of fossil fuels.
In his remarks to the negotiators, Guterres emphasized the necessity of a thorough strategy to maintain the 1.5-degree Celsius elevation target.
He emphasized how critical it is to safeguard vulnerable populations from the effects of climate change and ensure that the shift to renewable energy is equitable and just.
Guterres said, “We cannot keep kicking the can down the road.” “This conference needs to produce a bold result that shows our shared commitment to solving the climate crisis.”
Guterres stressed the need for swift action as the summit ended, saying, “Now is the time for maximum ambition and maximum flexibility.”
The announcement from Guterres coincides with mounting pressure on international leaders to confront the ongoing climate calamity. The need for quick and significant reductions in greenhouse gas emissions has become more apparent since global emissions are at all-time highs.
While many obstacles remain to overcome, some nations have already started enacting bold plans to move away from fossil fuels.

The recent calls for a fossil fuel non-proliferation pact by Colombia, Palau, and Samoa emphasize the increasing global support for immediate action.

But he issued a sharp warning, saying that “a framework without the means of implementation is like a car without wheels,” meaning that any framework without specific funding would be useless.
Asserting that developed nations must meet their pledge to double adaptation spending to $40 billion by 2025, Guterres stressed the necessity for a significant increase in adaptation money.
In addition, he emphasized that 50% of all climate funds should eventually go into adaptation initiatives, as this is just the beginning.
